Zunächst folgt dieses Buch den traditionellen Lehrtexten, indem es eine Einführung in die ökonomische Theorie der Umweltpolitik und hier insbesondere in die Frage der umweltpolitischen Instrumentenwahl gibt. Es begnügt sich jedoch nicht damit, nur einmal mehr die Überlegenheit ökonomischer Instrumente unter idealtypischen Modellvoraussetzungen zu demonstrieren. In einer empirischen Bestandsaufnahme wird gezeigt, daß Abgaben und Zertifikate trotz ihrer theoretischen Vorteile bisher die Ausnahme bilden. Als Begründung für diese Diskrepanz wird zunächst die Neue Politische Ökonomie herangezogen. Anschließend wird untersucht, wie Einsatzmöglichkeiten und Grenzen von Abgaben und Zertifikaten durch ökonomische, technische, ökologische, rechtliche und (fiskal-)politische Rahmenbedingungen determiniert werden. Dabei zeigt sich, daß die auf Basis idealisierter Modellannahmen abgeleiteten Empfehlungen zur umweltpolitischen Instrumentenwahl bei realistischer Betrachtung des jeweiligen Anwendungsfalles häufig nicht aufrechterhalten werden können.
